The six outcomes
Every priority use case leaves as one of six decisions
No route is predetermined, and none is the preferred answer. Proceed Internally and Do Not Proceed are complete programme outcomes.
Proceed Internally
The value, readiness and ownership are sufficient and the team carries it themselves. No external engagement is required.
Do Not Proceed
Stopping is a valid management decision. It is recorded with the reason, so it is not raised again without new evidence.
Fix Foundations First
The idea may be sound; the data, process or ownership is not ready to carry it. This may be handled internally.
Test Before Scaling
Evidence first. Limited scope, a defined measure, and the conditions for scaling — and for stopping — written down in advance.
Deep-Dive One Business Problem
Only where deeper evidence is genuinely needed, on one bounded problem the leadership team has named itself.
Transformation Required
Multiple functions, systems, governance or operating-model issues interact. This carries a deliberately high threshold.
